The Canadian Media Producers Association and 50 Canadian screen sector organizations issued an open letter to Prime Minister Mark Carney and Minister of Canadian Identity and Culture Marc Miller calling on the government to preserve Canadian content contribution requirements for foreign streaming services under the Online Streaming Act.
The Act requires foreign online streamers to devote 15 percent of their annual Canadian broadcasting revenues to Canadian programming expenditures, including support for Canadian, French-language, and Indigenous content — up from the 5 percent base contribution introduced in 2024.
On June 3, the Canadian government announced that it intends to issue new policy directions to the CRTC related to the Online Streaming Act. The announcement indicated that the government would reduce investment obligations on online streaming platforms.
As noted in the letter, its objective is to “urge the government to ensure that new policy directions preserve the principle that foreign streaming services must make meaningful, predictable and enforceable contributions to Canadian programming.”
